本招标项目为中交四航院塞内加尔恩达亚港防波堤和护岸工程项目，招标人为中交第四航务工程勘察设计院有限公司  ，该项目已具备招标条件，现对 车辆采购进行公开招标公示。
This tender project is the CCCC-FHDI ENGINEERING CO.LTD Breakwater and Revetment Project of Port Ndayane in Senegal,The tenderer is CCCC-FHDI ENGINEERING CO.LTD,The project has met the tendering conditions, and now the public tender notice for vehicle procurement is released.
2. 项目概况与招标范围 Project Overview and Tendering Scope
2.1本项目建设地址位于塞内加尔恩达亚港，工程内容包括修建1396米主防波堤，其中包括126米护岸-防波堤连接段、灯桩及检修码头；1760米北护岸和西护岸（CH565-CH2325），以及纳泥区东南护岸等工作。
The construction site of this project is located at Port Ndaya, Senegal. The project content includes the construction of a 1,396-meter main breakwater, which includes a 126-meter revetment-breakwater connection section, a light beacon, and a maintenance wharf; a 1,760-meter north revetment and west revetment (CH565-CH2325), as well as the construction of the southeast revetment of the mud disposal area, etc.

3. 投标人资格要求 Qualification Requirements for Bidders
3.1 具有合法、有效的营业执照。(提供《营业执照》复印件)
Possess a legal and valid business license. (Provide a copy of the Business License)
3.2不得为中交集团层级/四航院层级黑名单的市场主体
Shall not be a market entity on the blacklist of China Communications Construction Group level / CCCC Fourth Harbor Engineering Institute level
3.3本次招标不接受联合体投标
Joint venture bids are not accepted in this tender.
4.招标文件的获取 Acquisition of Tender Documents
请于2025年7月4日至2024年7月9日17:00时（法定公休日、法定节假日不休），通过登录中交集团供应链管理信息系统下载招标文件，本次招标不提供纸质版招标文件，招标文件不收取费用。 
Please download the tender documents by logging into the China Communications Construction Group Supply Chain Management Information System from July 4, 2025 to 17:00 on July 9, 2024 (legal public holidays and statutory festivals are not closed). No paper version of the tender documents will be provided for this tender, and no fees will be charged for the tender documents.
5. 投标文件的递交 Submission of Bidding Documents
在中交集团供应链管理信息系统递交投标文件时间为2025年7月13日17时前。投标人应当在规定递交投标文件时间范围内通过登录中交集团供应链管理信息系统（网址http://empm.ccccltd.cn/）上传，递交时间即为上传成功时间。逾期未上传成功或者未上传的投标文件，招标人不予受理。投标人应当在规定递交投标文件时间范围内通过登录中交集团供应链管理信息系统上传投标文件，递交时间即为上传成功时间。逾期未上传成功，招标人不予受理。
The time for submitting bidding documents in the China Communications Construction Group Supply Chain Management Information System is before 17:00 on July 14, 2025. Bidders shall upload the bidding documents by logging into the China Communications Construction Group Supply Chain Management Information System (website: http://empm.ccccltd.cn/) within the specified time for submitting bidding documents, and the submission time shall be the time when the upload is successful. Bidding documents that are not successfully uploaded or not uploaded within the time limit will not be accepted by the tenderer. Bidders shall upload the bidding documents by logging into the China Communications Construction Group Supply Chain Management Information System within the specified time for submitting bidding documents, and the submission time shall be the time when the upload is successful.
